Becoming a taxi driver for the first time

There is a two stage application process for first time applications. Applications usually take 12 weeks to process. To obtain a taxi driving licence first time applicants must.

  • Have held a full driving licence for at least 3 years.
  • Be eligible to work within Northern Ireland.
  • Meet the necessary medical requirements.
  • Meet the necessary good repute requirements.
  • Have pass a taxi driver theory and practical test

First stage

New applications for a taxi driver licence will include checks on previous convictions, health and the length of time you have held a driving licence. In addition to the application form you must complete an enhanced disclosure application form for Access NI and return it to Passenger Transport Licensing Division (PTLD) with the necessary identification documents, you don't have to pay any additional fee. Further information on new taxi tests can be found in the manual.

Second stage

You can apply for stage two at the same time as stage one, however, your licence will only be issued once you have met all the requirements.

You need to apply for and pass:

  • taxi driver theory test - followed by
  • taxi driver practical test

If at the end of the process you are not issued with a licence you won't be able to get a refund for any taxi driver theory or taxi driver practical tests that you have taken.

Renewing your taxi driver licence

If you apply to renew your taxi driver licence within two years of the date expired you won't need to take the new taxi driver theory or practical tests. Taxi driver licence renewal applications can take up to 12 weeks to process.

Licence expired by more than two years?

If your licence expired more than two years ago you will be treated as a new taxi driver and you will have to sit the new taxi driver tests. You can read more information about the new taxi tests in the manual.
